Close contact outdoors

Can anyone help settle a debate please. My understanding from various sources including friends who have asked test and trace staff is that you do not get classed as a close contact if you are outdoors with the person who goes onto test positive. What is everyone’s experience of this? as I know of friends who have been told that they aren’t and then people who have been told they are or is this just another in the long line of inconsistent grey areas?

A friend of mine played golf with someone who tested positive 2 days later, he was contacted by test and trace to isolate. I don’t think the NHS app knows if you are inside or outside, but who knows.

Doesn't matter if you are indoors or outdoors. The definition of a close contact is:

Being within 1 metre for one minute
Being within 1-2 metres for 15 minutes

The person who decides that is the person who tests positive as they report their close contacts to test and trace.
