I was in a restaurant the other day and they were asking people to scan the QR code on entry. A few people said they didn't have the app, could they write down their details instead. The server sort of rolled his eyes and said "so you don't have a smart phone?" And when they said no he gave them a bit of paper and said "we won't be doing this much longer, you know, so you'll have to get the app".

As far as I know its a legal requirement to scan the QR code OR leave your details, but the restaurant have to offer you the choice of either because not everyone has the app. So was this guy just making it up?

They are in the wrong.

From the site...
However, you must make sure that there is a method of checking in that does not rely on the customer using a smartphone or other technology in order not to digitally exclude people without access to these technologies. You must therefore ensure that there is also a way for an individual to provide their contact details if they do not own a smartphone or have access to digital routes. If you are keeping a paper record, this should be out of public sight and stored securely.

There has been talk of allowing venues to require proof of vaccination as a condition of entry so as to avoid track and trace by QR check in or providing details. If this does happen, and venues choose to use this system rather than check ins, then entry will be with paper or digital vaccunation or exemption certificate. Ao he might be alluding to this?
