Vaccines under emergency measures

If we come out of restrictions as originally planned for June 21st will that prevent the government from carrying on with the huge vaccine drive? I may well be mistaken but isn't it only because we are in emergency measures that we are allowed to carry out the vaccination programme?
I'm pro vaccine but it was an poimt I saw raised elsewhere and wondered if this really could be the case!

I don't think they're connected. The Emergency Powers Coronavirus Act (which does not reach its sunset clause until March (?) 2022) barely mentions vaccinations, other than to say that arrangements can be made for their administration.
