with corona virus escalating again in Germany, France, Italy...
why aren't these countries being added to the Red List? Or is that a moribund collection of countries that happened to be considered high risk at a certain point in February?

(putting aside the fact that the whole idea of monitored isolation, not arriving on a plane and travelling randomly around the UK on public transport should have been introduced way earlier in 2020)

The red list is for countries with a large number of variants of concern circulating. If France and Germany have these they will be added to the list.

Travel to the UK from non-red list countries has also been toughened, it’s not just unmonitored quarantine anymore, you need a negative test before flying, then two more tests in the UK once here on different days, which have to be from specific companies and are monitored.

I'm sure it's being considered. Portugal was taken off the red list about 10 days ago. You can only travel for very limited reasons anyway.
