Can someone explain bubbles please

My mother lives about 100 miles away in Wales and is all alone. I want my family to form a bubble with her. But I don't understand the law.

Can she drive to our house in England and spend time in our house?

Do we need to register our bubble somewhere or will the police just take our word for it?

Both allow a single adult household (your mum) to form a support bubble with a household of any size (your household). Both sets of rules encourage you to have a local support bubble but that isn't law and there are no actual rules on how far away your bubble can be, so 100 miles would be fine.

There is nowhere to register your bubble. I can't answer the question about police I'm afraid as my bubble lives near me. I would assume they have to take her word for it, but if she has any evidence of living alone (discounted council tax bill?) she could take that with her maybe just in case?
