Does it mean no Easter holidays?

Boris said in his speech that this was timed for the start of the Easter holidays. And the BBC says that on 29 March (if data is still ok):

"The stay at home rule will end but people should stay local as much as possible"

That sounds like guidance, not law, right? The 'should' and 'as much as possible'. So do you think people will have Easter holidays? I don't suppose much will be open as self catering doesn't open until 12 April but people could go camping technically couldn't they? Or to second homes? Is anyone planning to?
