PHE Directive Increasing Child's Isolation Period

Has anyone heard of this (the subject title)? My child's nursery bubble burst on Friday and we got a message at the weekend stating they should self-isolate for 10 days. Today we got a message saying that there was a PHE directive requiring everyone from this bubble to isolate for one further day, taking the total isolation period to 11 days. I can't find anything online about this happening elsewhere. Why would it be? It does seem that the nursery has lots of cases at the moment and has had to close a lot of bubbles. But my other child, who is also now self-isolating because their bubble burst, has only had notice to self-isolate for 10 days. Very confused.

Was there maybe a 2nd child they were in contact with that got symptoms the day after the first one so extending the isolation period

There was confusion when we had a bubble burst as to whether day 1 should start on the day of contact or the day after, turned out that it was the day after so was 11 days including contact day. Is that what they meant perhaps?
