No- there is no malice at all here - it's just a bit of silliness.
We all know it's stock images and pulled together at short notice etc - what we are more poking fun at is the government, and their ever-changing rules, "inclusivity" (no wheelchairs), the government and their insistence on social distancing, Brexit (the Frenchman), the government and mask wearing, diversity (not many people of colour), the government and their arsey incomprehensible instructions, and - well, the government, really.
I don't think we're "shitting" on anybody, and TBH if I was the designer I'd be delighted - this means people are taking notice of it even if they are making fun of it. We won't be the only ones laughing and joking about it - and as any advertiser will tell you - humour captures the imagination.
There is no such thing as bad publicity, as the saying goes.
To the designer - thank you for lightening an intolerable situation.
