Ehcp child made to go into school

Is this normal?
I'm not sending him in as I'm on furlough so no need to, we are doing online lessons and learning apps/bitesize. He has an ehcp so he's classed as vulnerable even though all he has is a learning and speech delay.
I'm a single parent with pre existing health conditions so I really don't want him to go because of the risk of bringing home covid.

I had a phone call from school saying I would be having an attendance officer ringing me to encourage me to send him to school/issuing fine. Why is this?

Strictly speaking, an ehcp legally obliges the LA to educate the child at the place named in the relevant section, the whole point of an ehcp is to meet the child's educational needs in the said environment. However given the circumstances I would hope the call will simply be to check you are able to supply the resources detailed in the plan and keep his learning on track. So have your ehc plan and evidence of your ongoing learning plan to hand, jot down a few notes and points you want to make, especially in relation to any SALT and LD specific work you're doing with him everyday, and the amount of dedicated 121 tine spent with him (which is bound to be far in excess of anything specified in the plan!). Are your actually CV or ECV? Worth mentioning too if you are, the overall benefit to him of you staying healthy is important too.

I’ve got both my boys home and both have EHCPs, school have not questioned this, and during the first lockdown they didn’t either. The SENCO did ring us every week to check all was well. I know other children didn’t get a weekly phone call from their teachers as I have nieces at the school. That’s all they did, left us alone otherwise.
