Can we form a support bubble?

Circumstances have changed recently for my mum; she is 75 and 4 weeks ago, her DH was taken to hospital (not covid related). It looks like he will be in for a good few months more.
She is living alone whilst her DH is in hospital. She lives 40 mins drive from me with no other relatives about. She isn't allowed to visit him and is getting more and more lonely.
I am struggling that if she isn't legally in our support bubble, she will be alone for the next 6+ weeks.
So, can we legally form a bubble with her? From the gov page it would seem we can but she is technically 'not living alone' permanently, just while her DH is in hospital.

yes definitely, if she would be classified as his carer (I'm assuming he'll need support when he's out after such a long stay?) then you can also legally remain in a support bubble when he's back home :)
