Confusion 101 🤦🏽‍♀️

Hello all,
I am in a tier 4 area but I am confused what the difference is new total lockdown & tier 4. I am also wondering y even though rates are extremely high in Essex, I still Dont know if my kids Sch is going to open on Monday.
I will like to think I am a little educated with a masters degree 🎓 & I still don't get it. I will say, the government is not making things very clear, making decisions/giving guidelines too late & therefore very irresponsible as sending the kids to Sch when there is are 2 more identified (I am sure there are other variants not discovered yet) contagious Virant corona is bad in fact, it makes it all look like they Dont care (I understand the kid's education is VERY IMPORTANT but we can't be sending them to that Petri-dish called a Sch to catch this deadly virus and bring it home to parents & other relatives. (I am in the medically vulnerable category & moreover, I have been in a coma & on a ventilator before & had extensive rehabilitation which took me over 10 decades & still have symptoms I have for the rest of my life- I know my body is & feels way weaker than normal so, I do not expect to survive another comatose state 🤦🏽‍♀️- I am really really anxious about all these.
Who agrees that primary sch children should not go back yet? Or I'm I the only one? I'm I being paranoid?

Tier 4 is a stay at home order so it is essentially lockdown. If you’re in an area with primary school closures then that is in fact more severe than the November lockdown.
