Support bubbles still allowed in tier 4?

We are entering tier 4. My mum is alone and in a support bubble with us. She also helps with childcare as we are both key workers but then spends time with us all once we are home from work because she lives alone. Is this still allowed in tier 4? She's planning to come over tomorrow night so as not to be alone on NYE.

"If you live in a Tier 4 area, you must follow the rules below. This means that you cannot leave or be outside of the place you are living unless you have a reasonable excuse. You cannot meet other people indoors, including over the Christmas and New Year period, unless you live with them, or they are part of your support bubble. Outdoors, you can only meet one person from another household."

They won’t get rid of support bubbles,regardless of the tier.
