Reporting a breach? Scotland

Now normally I wouldn't even consider reporting anyone, particularly the ' mum came to visit neighbour' or 'met in group of 10 outside' type thing.

This has me stumped though..

Teenage boy who has been hanging out at a slightly older lads house (17 but has a council flat due to leaving care system) lots of teens in and out, drinking definitely, probably drugs etc. This has been going on for a couple of weeks now.

Teenage boy has posted a picture of a covid test which he has just done at home and later posted a picture of him at this friends flat again - he has also been in the local shop to stock up on snacks in between.

Please WWYD and how? I'm in Scotland if it makes a difference.

Just to be clear the parents of this boy are lax at the best of times and I know the information because DS has seen it on the boys 'story' - not sure if that was Snapchat or whatever but it's definitely happening!
