I can’t see my DP

We’re in a LDR and he lives around 4 hours away from me. We were planning on meeting in the middle tomorrow, but he was put into tier 4 today no idea when I’ll see him again now. Only on face time.
He lives with his elderly mother as a semi unofficial carer and I live with a friend so we can’t form a bubble. Finding it incredibly difficult.

If he's a carer, I believe he's allowed a support bubble.

Only if the disabled person requires 24 hr care.
