What does "children" mean? New strain

With all the news about how the new strain is more transmissible to children I wondered if anybody knew how 'children' is being defined? Anybody under 18? 16-18? Over 12? Under 5s?

The Scottish government guidance reiterates that they don't believe the virus is being transmitted in childcare settings. Are 'childcare settings' the same as schools?

I'm trying to understand how at risk much younger children might be vs school age. Maybe we just don't know yet.
