Can someone help me with this new tier, please?

I know the 5-day relaxation is cancelled/reduced to 1 day alone on xmas day. Is the one/xmas day relaxation for every tier including people in tier 4 or just for people in lower-tier can have the xmas day relaxation?

In tier 4, you can’t see anyone outside your household or support bubble on any day, including Christmas Day.

Just lower tiers NOT tier 4
