Key worker returning from abroad to a Tier 4

Does anyone know, if you are a key worker and are currently driving across Europe, can you return home to a Tier 4 region? Would you need to self-isolate?
There is nothing definitive on Gov website.

You can return home iirc, even to T4. You cannot leave again except in specific circumstances.
