How are single person households defined?

DSis shares a house in Tier 4 with others on the basis they each have and stick to their own rooms but share the use of the kitchen - it's more like a lodging arrangement. The others in the house have already left for Christmas and she was going to come to us. Can she count as a single person household for the purposes of being in a support bubble?

I think technically no, as a house share doesn't constitute living alone. But for her own mental health I would consider bending the rules.

The old 5 day Christmas rules allowed for each member of a household to split into different Christmas bubbles but I don't know about the new ones. Under the old rules she would have been allowed, yes.
