Tier 4 - preschoolers exempt

In tier 4 we can meet one other person outside. Just out of interest, are preschoolers still exempt from this? So could I go for a walk with a friend who lives walking distance and our two babies?

I believe tier 4 is the same as Nov lockdown. I used to go for walks with my local friend and her two year old and hoping we can do it again in Jan - we both need it.

Yep, still exempt. This is the new Tier 4 guidance:

"You can exercise or visit a public outdoor place

by yourself
with the people you live with,
with your support bubble,
or, when on your own, with 1 person from another household.
Children under 5, and up to two carers for a person with a disability who needs continuous care are not counted towards the outdoors gatherings limit."
