The reason northern areas aren't moving down is because we don't have the NHS capacity they do in London and the south. So basically because of years of austerity and under investment.

The map's really helpful, Red. There are parts of Birmingham that, in the 150-180 mark are also lower than what some parts of London were in Tier 2. Lower than neighbouring Bromsgrove too, which remains in a 2. If it were numbers alone then we might not be 3 but bringing in other risk factors, we remain locked in
