What is going on in Swale?

Swale has 626 cases per 100k and Sheppey East has over 1000. What is going on there? What has caused this massive rate?

I heard it was because of a large outbreak in one of the prisons on the Isle of Sheppey, but not sure if that is true or just hearsay. Over 120 cases in the prison apparently.

Yes the prisons, the eastern end of the island Is quite sparsely populated but when you take the prisons into account that really bumps it up
