Would he count as own household?

Hello. My adult brother has special needs and lives in a house share with other people and carers who work shifts. Typically he comes home every other weekend to my parents' house. If he came to stay with my parents over Christmas would he count as his own household (meaning they could see one additional household) or join my parents' household over Christmas in the way that a returning student does? Thank you.

I'd think it would be comparable to shared care of children between parents.

I read something on the gov website saying that people could change their place residence for the whole 5 days. So he could move in with your parents for that time and so become part of their household.

People in shared housing count as a separate household if they change bubbles. My concern with bringing in lots of households would be if other people he lives with a clinically vulnerable.

Thank you all. Yes as he would be returning to a household with others who could be considered vulnerable this will need to be taken into account.
