Positive test in year group bubble but only 20 told to isolate?

Is this right? Before the second lockdown there was a child with a positive covid test in year 8 so the whole of year 8 had to isolate. So my son and the rest of his year group isolated, 3 more year 8's tested positive and the rest went back to school after 2 weeks. Since the second lockdown started there has been 1 positive case in year 7, one in year 10 and another in year 8 again. We've been told that only those in close contact to the positive child should isolate, not the whole year group. This doesn't sound right and I'm scared as I and my 3 dc in primary school are clinically vulnerable. The primary school has had 1 case in year one and the whole of year 1 is isolating at the moment. I would keep my year 8 child off school for 2 weeks if I could but we've been told that anyone who does that will be fined.

Whole year group here both Primary and Secondary. Schools have been really open and honest too .
Maybe because there have only been one or two cases.

Op, teacher here - our headteacher has told school staff that they can't fine parents in a lockdown. She hasn't told parents that of course. I haven't heard of any parent being fined anyway, that would surely make the news at the moment especially some of the papers!
