So the government seems to have announced that students should return home for Christmas at the end of lockdown and are organising mass testing as part of that

I guess that's fine for wealthy students but

Many students work to find themselves and won't have that much time to take as holiday
Some courses ( not oxbtidge of course ) run longer terms

Have they been blinkered by their own experiences again?

No. Universities will close early and (possibly) do on line learning for what little is left of the term.

I suspect many non-wealthy (i.e. the majority of) students haven't found work this term anyway.

It's not compulsory for students to return home.

But for those that want to, it's reassuring to know that there is a process being established. It's been a very hard term for them. Most of my DSs friends have been in extended of periods of isolation - often with no break in between. Many have had covid. And for his friends, in their first year, they have been going through that in a strange place with a group of random people they have never met before and have nothing in common with. It is a great relief for them to know that they will be able to get home for Christmas.

You've got the wrong end of the stick
They're not saying they're not allowed to stay.
They're just saying the things they're introducing but no one's said everyone has to go home
In fact they've said universities have been asked to offer extra help to people who stay there

There are a lot who are working, possibly more so in the older year groups who already had work. It would be lovely to see DD, but ....

My DD has already come home and so have most of her friends. They can't get jobs and course its almost all online learning.
