Retroactive quarantine

Just reading the news about Denmark. It’s been announced today that travellers who arrived back in the U.K. from Denmark after 23rd October need to quarantine for 2 weeks. How does that work? What about all the people these travellers have been in contact with since they’ve been home, not knowing that they had to quarantine? Also, if quarantine can now be applied retroactively, how is the travel industry going to stay afloat?
