Rules in Scotland- can we bubble?

Would anyone here know if a family member would be allowed to come from another country and bubble with our family?
The country she would be coming from is not currently on the quarantine list and she would be staying with us for a month.
Allowed or not allowed in Scotland?

I’m not sure if the international travel rules but going by the support bubble rule in Scotland, if you are a single adult household then you may be able to with her. If you aren’t though then no as the support bubbles are for people in Scotland, and can be UK wide only.

Also support bubbles are for support for single adult households, not for family visits from other countries!
