I guess it depends on the area. Ours closed last time because the queues were disrupting traffic.

But it looks like my Council is wrong. No-one can leave home, but exception "(j) to visit a waste disposal or recycling centre." That's pretty explicit - it's OK to leave home to visit a recycling centre.
