What time does the England lockdown start on Thursday?

Yes it starts 0001 Thursday

dont think it matters....wont really make any difference will it? the odd non essential shop won't open at 9,as the pubs won't open later

Yeah I was thinking of my haircut. Have a trim booked at 11 and wound have been out by half past. Never mind.
