How do I set up a support bubble

I mean does it have to be registered or something? Otherwise people could say they have many support bubbles

It's all done based on faith and hope that people will act responsibly.

A support bubble does have rules though it is a single adult (can have children but under 18 only) forming a group with another household.

Act responsibly? That's many people excluded then!

We'll be responsible with it but I suspect many won't.
