Travel Through Different Tiers

If you live in a Tier 1 is it ok to travel through a tier 2 or 3 to reach a destination that's also a 1?

We've been doing this but a friend said we shouldn't. Journey is only 11 miles.

I live in tier one, but the best supermarket near us is in tier 2 and I haven't stopped going there. I also work in tier 2 which is heavily rumoured to be tier 3 very soon.
