Inevitable once people were encouraged to go off on holiday abroad during a pandemic. Winter of chaos is the result and the borders are still open.

It's worth reading the whole article to put it into perspective. Also note that the study is not yet peer reviewed.

But yes, allowing and encouraging people to move between countries, combined with a very late (and ineffective) tracing system, combined with sending students back to university, caused a perfect storm that we're now paying for.
