How does the fine thing work?

If two families are in tier 2 and one goes to the others house and gets ‘caught’ who gets fined? The visitors, the hosts or both?

Just wondering really as we were talking about it today and everyone had a opinion but no one actually knew.

This is just musing- no one is mixing households as we are all vulnerable but I am curious.

Also what was mentioned was
“If the police knock the visitors can go stand in the garden with their coats on and ‘pretend it’s all taking place in the garden’ as apparently garden is ok but not house??

Thoughts on that too please.

I think everyone present gets a fine. I'm sure everyone could scarper to the garden if the police call round, although if it's a wet day and nobody is soaked the game might be up...
