Rules about Welfare visits in upper tiers?

Not applicable at the moment but my friend is worried she may have to stop visiting her elderly parents.

They live in different areas and both are Tier 1 at the moment. She calls once or twice a week to check they are ok - both have health issues - and to do little jobs like the washing and some ironing.

My understanding is that these visits are for her parents' welfare so can continue whatever tier either is in. They would not manage physically or mentally without her support.

Another neighbour says this wouldn't be allowed. I've googled but can't find a definitive answer.

Providing care to the vulnerable is allowed regardless of tier. It's covered in the exceptions here.
