Even if the windows/doors are open?
I think yes and that its going against guidelines. Family member thinks no and that they are are not breaking rules.

Family member is a dick. It has a roof and walls (even if they are made of glass) of course it's inside. Some people will look for any way to break the rules.

If there is a door into it then it is indoors and in tiers 2 and 3. You cannot mix households in any of them including, e.g.
Sheds
Summer houses
Garden rooms
Toilets in a back yard
Rabbit hutches
Coal houses
Telephone boxes

Thank you! And I agree completely. Its another thing to add in an ever growing list of things they are doing despite being told they're not rule breaking. Im so frustrated!!!!
