Move to tier 2?

Does anyone know what triggers a move to tier 2? My area now has 130+ per 100,000 but we're surrounded by relatively low case areas.

Is it a numbers thing or when hospitals begin to fill? Or something else?

I think it’s how cases are rising in 60+ group. Some areas have way over 100:100k but they have perhaps a high student population. I don’t think there’s definitive criteria but I read the numbers in older age bracket influence it.

Oaktree thanks that’s really useful and makes sense. We are likely student cases over elderly, for now at least.
