They are restrictions, not lock down. Mainly brought in to keep schools (and businesses) open.

By "How can... ?" do you mean how can they physically go? (A. It'll be counted as an essential journey.) or is this madness?, to which the answer is a bit more complicated!

They're trying to keep schools open as long as possible to protect vulnerable children, the Marion's education and (perhaps the main motive) so that parents can still work properly, either from home or the workplace.

The restrictions aren't a punishment.

They're in place to reduce the number of people individuals have close contact with.

The more people who have the virus, the quicker the case rate grows and that's why we're in the situation we're in now.

Schools need to be open. Children need to be educated.

The restrictions are not about eradicating the virus - its about reducing the number of people we all have close contact with to limit how many people those who are positive spread it to.

It doesn't mean "oh because schools are open, I should be able to do whatever I want".

The two things are not mutually exclusive - quite the opposite. We need to reduce our social contacts to mitigate the rise in cases due to schools being open and the virus being spread between children and staff.
