Can anyone shed light on what's happening in Spain? The numbers are shooting up

I was under the impression they had one of the harshest lockdowns and strict reopening rules. So what's going on?

They reopened nightclubs (until mid-August) and had 200+ weddings allowed. Not a strict reopening at all (masks aren’t everything). Not to mention the influx of tourists which they desperately needed.

In Madrid, one in five hospital beds is currently occupied by a covid patient. But the situation isn’t uniformly bad across the country.

I live in Spain, and agree the numbers of new cases are really troubling. Deaths remain relatively low, thankfully. After the strict lockdown, bars and nightclubs were opened early and rules were not really enforced in many places. The new cases are mainly in the 25-40 age group.

Many people think that most areas were desperate to keep domestic tourism at least going over the summer holidays, and expect a return to stricter rules in the autumn. In my area this has happened over the last couple of weeks: masks are compulsory everywhere, smoking is banned in public, and bars/clubs have to close at 1am.
