Support bubble question

I'm beginning to lose my grasp on the law!

DD's boyfriend (24) lives alone and was WFH. He lives in another city. Once the support bubble thing was introduced, he came to stay a couple of times and she went there a couple of times. Fine.

Now he's in a local lockdown area. We are not. Plus he's going in to the office three days a week. Do those two things change the support bubble rule? Is he still allowed to come and stay?

He's in Manchester. I thought they just aren't allowed in and out of each other's houses and gardens, or to meet in pubs etc.
Don't know whether support bubble is exempt.

Social contact restrictions
If you live in one of the affected areas, in order to help prevent the spread of coronavirus you must not:

host people you do not live with in your home or garden, unless they’re in your support bubble
meet people you do not live with in their home or garden, whether inside or outside of the affected areas unless they’re in your support bubble
Your household is only the people you live with and any support bubble.

A support bubble is where a household with one adult joins with another household. Households within a bubble can still visit each other, stay overnight, and visit public places together.

Hey! I'm a student living in private student accomodation. Am I by law allowed to form a support bubble?

@ReallyCat567. You can if you live alone and not in student accommodation with others, as these will be your bubble and you cannot form another.
