What triggers a local lockdown?

Numbers rising in my LA quite quickly and wondering what the conditions are to invoke a local lockdown? I've googled but it's not as straightforward to find as it should be!

It's like every virus ,my kids both had chicken pox and tbh they were both just a bit itchy and uncomfortable for about a week but some people who catch it are affected much worse .

Yeah I'm not disputing they could pass it on, just saying that's what some of the people who have tested positive are saying. There is nobody in our hospital though so far which is good news!

Oxford had 41 cases diagnosed last week. Which works out at 26 per 100,000. I believe mostly from people returning from abroad or living in an area of the city known for intergenerational living.

The county council (and I assume the city council but I don’t live in Oxford itself) are really pushing SD, masks etc and saying that there is a chance of local lockdown.
