Universities: local lockdown

What is happening with the arrival of thousands of university students from all round the country and world if the city is in local lockdown?

Do any of the local lockdowns prohibit people entering the area if they are moving house into it? I know uni students aren't really moving house in the main sense of the phrase, but if general house moves (buyers and renters) are not prevented by the local lockdown, I can't see why students would be.
Besides, after the fuck up with the A level results, I really don't think the government is going to tell them they can't start uni either.

My DD is moving in next weekend but not a lockdown area. Haven’t heard that any of her friends who are at university in a lockdown city, can’t move in.

No idea. DS is moving from an area without restrictions to a Lockdown area for halls, the halls seem to have plans in place to "bubble" each flat (3-4 students), but I don't know what we can do to see him once he's moved in. Under the rules we will be able to meet with him but he won't be able to meet with us.
He can't be in our "support bubble" because DD is already that.
We'll just play it by ear, keep outdoors and social distance and help him however we can.

Schools 'don't count' do they in local lockdowns so maybe universities won't either. I'm sure that whatever the plan is will be announced just five minutes after everyone has crammed their cars full of university paraphernalia.
