Quarantine on return from Hungary? Or Turkey?

Friends come back from Hungary and Turkey in a week and want to do a birthday party for their dd. We're invited but its 2 days after they return. Do they not have to quarantine? Tried to find answer but conflicting advice.

currently Turkey does not have to quarantine but this may change of course

No quaranrine here after Hungary although they would have had to quarantine there on arrival for 2 weeks

The threshold seems to be around 30, France actually got to 35 when the rule changed on Saturday

My son comes back from Hungary today, he doesn’t have to quarantine, he’s had a lovely time, popped over to Vienna, which you also don’t have to quarantine from Austria.
