Arriving from canada, quarentine?

I can see the exempt list which Canada doesn't appear to be on. Can I assume then, that those arriving from canada need to quarentine for 2 weeks?

I am afraid it is country not on list = quarantine.

It is confusing as I think Canada is not on the restricted travel FCO list (i.e. doesn't have to be essential travel only).
