Can I demand a test ? Please advise

My gran is nearly 99.
She is currently in rehabilitation unit for a broken hip.
When she was in hospital she got a covid test (3 weeks ago ) it was negative.
I've been told she needs to go into a care home.
I've found a lovely care home but they've said they need another covid test (totally understand ) as in those 3 weeks she's came into contact with many different care workers in rehab.
Social services have refused her another test.
They have said the rehab unit doesn't have any and it's not necessary.
The care home have zero cases and won't take gran without one.
Social services have told me to pick another care home that won't need my gran to have another test.
I don't want to send my gran to a home that is letting anyone in without testing.
What can I do here ?
Can social services put her anywhere ?
It's one thing after the other
I'm fed up

I'm pretty sure no care home will take her without a test. I don't think the social worker is up to date with the latest advice.
I hope you can get this sorted.

Be careful the sw doesnt just send her somewhere that doesnt ask for a test if she is social funded. I would call PALS and explain your worries. Goid on that home for insisting on a test. If the sw gets difficult you can speak to their manager. Has nana had a capacity assessment and a best interest meeting. She may a IMCA advocate you could speak to.

I knew the home manager would - rightly - decline admission without a clear covid test. I don’t know what the SW is playing at, to be honest. Can you firmly but politely ask to speak to the SW’s manager?

Tbh since I've found out how thorough the care home is being ..it's made me more certain that this is a nice place for her.
My gran has no capacity,she is in later stages of dementia.
I really hope they don't try and be sneaky and ship her off wherever.
