If it's been confirmed that you can meet a family member outside if applying the 2m distance rule.

Does this mean I can drive an hour to meet my mother at a park or another open space?

She has been on her own for 8 weeks now :(

Yes, you can drive any distance for exercise now, so drive and meet your mum in the park

You can travel anywhere within England as long as you don't stay overnight.

You can drive as far as you like now.

The essential is no more , go out or not but social distance at all times .
