Paternity leave while on furlough

Cannot find the answer to this online so posting in the hope someone will know. I'm 38 weeks pregnant and DH was furloughed last month, so feasibly will still be on furlough when the baby is born. Under normal (ie. no lockdown) circumstances, he would have taken 2 weeks' paternity leave, which his work would have paid at the legal minimum. His employer is not topping up his salary by the additional 20% during furlough.

My question is: can he defer his paternity leave until post lockdown and furlough, or does he have to take it when the baby is born? I know that you can usually defer pat leave (see: BoJo). Thanks in advance!

My understanding is you can still defer parental leave
