Self-Employed HMRC update

Snorkelface · 05/05/2020 10:50

HMRC has added a few updates for the self employed grant scheme.

www.gov.uk/guidance/claim-a-grant-through-the-coronavirus-covid-19-self-employment-income-support-scheme

While HMRC will be contacting eligible claimants directly over the next couple of weeks with more specific details you can now see if you're eligible to claim and what date you'll be able to lodge your claim by using their on-line tool (about half way down their web page).

You'll need your UTR and NI number to do this and it will also give you the opportunity to set up your Gateway account if you don't already have one and to update your contact details. It's a good idea to set this up now as the website is likely to get very busy when it goes live on 13th May.

You can find both your UTR and NI number on your tax return. If you're setting up your Gateway at the same time you'll need to provide email/mobile details and you'll need to set up additional security measures to identify you using either security questions or drivers license details or your passport. The system can time out so it's a good idea to have all the details to hand.

Snorkelface · 19/05/2020 12:18

If anyone has asked for HMRC for a review for any reason (ineligibility, low amount of grant etc) please do come back and update what happened next. I know of a few people who have missed out due to property rental income and too much PAYE employment, the devil's in the detail, but everyone's circumstances are different so any extra info is very useful.

I applied on Wednesday and the money was in my account as of yesterday.

lynsey91 · 19/05/2020 13:11

@Snorkelface DH has asked for a review but has been told he won't hear from them until the end of the month.

It's frustrating because we are certain he should be eligible and would like to know the reason HMRC say he isn't.

I honestly think that they think his CIS work was PAYE. The CIS work added together with the £1,200 pension DH gets comes to £20 over his self employed profit.

I just cannot see anything else that could make him ineligible.

He has tried phoning them but is just kept hanging on for hours. Does anyone know what happens with the review? Do they review and come back to you or do you get a chance to let them know your exact circumstances?

Snorkelface · 19/05/2020 13:57

@lynsey91 - the CIS element shouldn't be causing a problem and should just be part of his normal trading profit (but taxed at source).

I know you've been back over this lots of times so sorry if I'm asking the obvious....

Do his trading profits (from working including CIS work) amount to more than 50% of his total income including his pension? So as an example in one year he has £40k total income made up of £25k in trading profits (from work including CIS work) and £15k from non-trading profit (e.g. pension income) - so crucially the trading profits are 50% or more of his total income.

And is that still the case when the average over the three years is applied? There's been a lot of focus on just the trading profits being under £50k averaged over three years to qualify for the grant but trading profits being 50% or more of total income is also a qualifying factor.

@lynsey91 I really hope it's just a ghost in the machine and when they review it they spot a mistake in their calculations.

Lynsey
Did the CIS income go on the Self employed pages with te CIS income in the correct box
as I've seen people put it in the employment pages by mistake

Snorkel
My client with the ID problems is still haggling
but it looks like they might accept marriage and birth records linked to his paper driving licence and his CIS card
but what a palaver

lynsey91 · 19/05/2020 14:52

I fill in his tax returns so I am worrying that I put the CIS income in the wrong box. I don't think I did. I can't check at present as the copy is on our desktop which is not working properly. DH hopes to get it working today.

If I did put it in the wrong place will HMRC accept that?

It has to be down to the CIS income as he meets the criteria. His pension is only £1,200. That is his only income other than his self employed work.

The 2 years previous he didn't do any CIS work. All 3 years his profit was much lower than £50,000.

As I said though his CIS earnings together with his pension come to £20 more than his profit from self employed work.

ListeningQuietly · 19/05/2020 14:58

CIS is self employed.
It should just add into the private work turnover
and then expenses come off the whole lot to get to the taxable profit
and the CIS deduction is just a prepayment of tax on that profit.

I've a nasty feeling something is in the wrong box
in which case your only hope is to re file
BUT
the cutoff date for the scheme was 23rd April

Snorkelface · 19/05/2020 15:02

One good thing is that if there is a mistake as described HMRC should have a clear record of the tax deduction made by the contractor for the CIS (plus any certificates they sent to your DH showing the same figures). How they'd deal with I don't know. Fingers crossed. At least you'll know that bit when you get the computer working.

@lynsey91 Have you tried the eligibility checker again?

One of my clients was showing up as ineligable so i sent a request to review, tried the checker again a few days later and it went through.

ListeningQuietly · 19/05/2020 18:19

Lynsey
I just fired up my Taxcalc Software ....

Did you include the CIS turnover in Page 1 of SA103s box 9
and the CIS deduction in page 2 of SA103s box 38

Or did it go into Page SA102 box 1 for the turnover and box 2 for the tax deducted

if the latter, that is your problem ...
--I knew the £900 a year I spend on that software would come in useful- Grin
