Increased testing

Just pondering and hoping that somebody wiser than me can answer this but.

I keep seeing people complaining that our number of cases aren't falling as we had hoped.

Looking at the data they seem to be at a plateau rather than falling.

But then I'm reading that we're increasing the number of tests that we're doing on a daily basis so what I'm wondering is, if numbers of cases are stable but testing is increasing. Doesn't that indicate that actual numbers of cases are falling? The "extra" cases are the milder ones being picked up by routine testing on key workers.

Is this right? In which case cautiously positive news? Or is it too soon to say?
