Parental responsibility father

My partner and I aren't married and have 2 children both born abroad. My partner is named on both their birth certificates. We now live in England & we're both English.
Does he have parental responsibility as hes named on bc or do I need to get an agreement drawn up?

Yes, as he's on the birth certificate he has parental responsibility

Thanks I wasnt sure as it's a foreign birth certificate.
