My friend lives across the road from a large park.

She has a neighbour who is 70+, he is not steady on his feet. He has a small dog that he walks every day.

Because he's not steady he walks from Bench to bench and takes a rest on each one.

My friend told me he was upset leaving the park as the police had told him he wasn't allowed to sit on the benches.

He was saying to her how can he walk his dog now or get fresh air (they live in flats, no balconies)

It's not like he was socialising :(
I know he is elderly and at risk but he's still allowed to walk his dog and leave his home for fresh air and sunshine surely?
