Knocking down a lane wall and outbuilding?

A neighbour is Knocking down a lane wall and an outbuilding. I assume that they will also be rebuilding.

Is it just me or should this type of work not be carried out now??

Genuine question though. are they allowed to have a worker there? They are standing next to each other outside with a huge trailer.
